CAMERA in OISE/UT
was established in summer of 1996. The Centre is dedicated to fostering research and development in applied measurement, program evaluation, research methods, and assessment of individuals. The Centre offers a venue to researchers and practitioners, in and outside of OISE/UT, and in education as well as in other social sciences, for sharing perspectives and collaborating on projects.

What does CAMERA do?
 
Specifically, the Centre:
  • Creates opportunities for collaboration on research and development;

  • Participates in various kinds of projects and assumes such methodological responsibilities as research and program evaluation designing, instrument development and validation, data collection and analysis, and report writing; and

  • Sponsors workshops, symposiums and seminars on methodological issues of current interest

CAMERA Centre recruits researchers in and outside of OISE/UT to participate or to carry out the various research and evaluation projects and activities of the Centre. Thus far, involving a number of OISE/UT faculty and graduate students, the Centre has:

  • Conducted a survey on the first year implementation of a school-wide teacher professional development for Branksome Hall School in 1998;

  • Assisted in the development of the fire safety effectiveness model for Ontario Office of the Fire Marshal in 1997 and 1998;

  • Conducted "test-taking skill" workshops, reviewed a test, and testified on behalf of American United Steelworkers Union in 1998;

  • Sponsored a symposium for school board evaluators to address issues in the Ontario provincial testing program in 1999;

  • Reviewed and provided recommendations on early childhood assessment for Ontario Education Quality & Accountability Office (EQAO) in 1999;

  • Conducted data analysis, assisted in the development of the Ontario Police Qualifying Examination and an item banking software, and reviewed biases in the test used to select Police Constables for Ontario Ministry of the Solicitor General and Correctional Services from 1998 to 2000;

  • Examined the use and effects of alternative assessments in the elementary mathematics classroom for Ontario Ministry of Education and Training from 1998 to 2000;

  • Evaluated the Humanistic Approach to Training Influencing Skills for Horn & Associates in 1999 and 2000;

  • Co-sponsored the International Conference on Measurement and Multivariate Analysis Conference in Banff in 2000;

  • Assisted in the development of a survey instrument for Radiation Oncology Research Unit of Kingston General Hospital in 2000;

  • Conducted data analysis for Health Professionals Regulatory Advisory Council (HPRAC) in 2001;

  • Conducted an evaluation of the Centre for Canadian Language Benchmarks (CCLB) in 2000 and 2001;

  • Assisted in the development of the quality assurance self-assessment tool for Ontario College of Dietitians from 1997 to 2002;

  • Assisted in the development of an indicator-based accreditation system for Canadian Association of Occupational Therapists (CAOT) in 2001 and 2002.

The Evaluation Specialization of the Measurement & Evaluation (M&E) program in OISE/UT

is closely associated CAMERA.The M&E program is designed to develop knowledge and skills in quantitative and qualitative methods in research and in evaluation. For the doctoral degree, students are expected to specialize in either Measurement or Evaluation. The Measurement Specialization is for those interested in quantitative methods and theory, including psychometric and statistical theory, such as item response theory and structural equation modeling. The Evaluation Specialization is for those interested in the evaluation of programs (including a wide range of social and educational programs), in applied measurement issues, or in student assessment (including large-scale assessments of student achievement) using both qualitative and quantitative methodologies.

For the Master's degree, the domains covered include the design of research and evaluation studies, the development of instruments and related theory, the collection and analysis of data, and statistical theory and methods. The M&E master's degree program can serve either as a terminal program or a requisite program for the doctoral degree program. Although the M&E master's program does not differentiate between measurement and evaluation specialization, students applying to be accepted into the program can indicate their interest in either measurement or evaluation.

Examples of the type of research "evaluation" students in the M&E program have engaged in include examination of effects of rating scale label choices on rating responses, impact of large-scale assessments, methods of measuring change, processes and biases in survey and rating responses, issues in development of health science training program accreditation systems and in training program evaluation, methods for evaluating individualized education programs, logic modeling, and research on authentic and portfolio assessments.
